Admission Rules & Regulations for Foreign Students

Introduction:

 The Self Finance Scheme of foreign students admission in UOS has recently been launched by Higher Education Commission. The scheme with limited number of seats in the disciplines of Medicine (MBBS), Pharmacy (PharmD) and other disciplines is meant to facilitate both foreign as well as Pakistan origin dual nationality holder students living abroad, for admission in Pakistan. A student with his/her HSSC or equivalent qualification (either from Pakistan or abroad) is eligible to apply.

Objectives:

The main objective of this program is to earn good will of the foreign countries and to promote image of Pakistan in the outside world. In addition to this, the program also envisages to provide education opportunities to the students of developing and underdeveloped countries in Pakistan.

Eligibility Criteria:

  1. The applicant must hold foreign nationality at the time of admission.
  2. The applicant must have passed Higher Secondary School or equivalent examination (either from Pakistan or abroad) with the following combinations of subjects. - For MBBS / PharmD: English, Physics, Chemistry and Biology.
  3. As per P.M.D.C's regulations maximum age limit is 25 years at the time of admission.
  4. The student should not have a study gap of more than two years after passing his HSSC or Equivalent Examinations.
  5. Students who do not fulfil the requisite criteria need not apply. Ineligible students even if admitted are liable to expulsion at any stage and the university does not accept any liability whatsoever in this regard.

Terms & Conditions:

  1. Application Form typed or printed shall be submitted in triplicate and each Form must be accompanied by attested copies of the following documents:- a. Certificates / Marks Sheet of HSSC / equivalent examination. b. Equivalence Certificate from Inter Board Committee of Chairmen (IBCC) Islamabad where applicable i.e. in case of foreign qualification.c. Recent coloured photograph (4 copies). d. Copy of foreign Passport of the applicant. e. Proof of Pakistani Origin i.e. Pakistani Passport / National Identity Card / Registration Form etc.
  2. Selection of the students against the seats allocated to foreign students of Pakistani origin will be made purely on merit to be determined by Higher Education Commission Islamabad on the basis of marks obtained by the students in Higher Secondary or equivalent examination. However, final selection will be made by the institutions concerned keeping in view their threshold marks / grades and other requirements.
  3. Foreign students of Pakistani Origin admitted under this Scheme will pay the tuition fee and other dues at the rate fixed by the institution concerned with out any relaxation directly to the institution concerned.
  4. The documents received on fax will be considered only or receipt of original copy within stipulated time.
  5. Application will not be entertained due to any of the following reasons: a. if the application is incomplete or not properly filled in; b. received without attested copies of the requisite documents; c. received without Admission Proforma; d. received after closing date i.e. 31st August, 2006.
  6. Selection of the students for admission in various universities and colleges is decided on merit as determined by the Higher Education Commission and subject to quota / availability of seats. However, final selection will be made by the concerned institution. i. Migration from one University / College to any other University / College will not be allowed without prior approval of the Higher Education Commission.
  7. Applicants will not be allowed after admission a.To change their discipline and b. To claim exemption of tuition fee and other dues c. Admission / processing of all cases will be finalized within two months after commencement of classes after which no application from any category of candidates will be accepted. b. The above rules shall be applicable to all foreign students admitted under Self Finance Scheme Basis.

How to Apply:

Foreign nationals are required to send their applications on the prescribed form to Mr. Mahmood Sultan, Deputy Director, Academics (Awards) C & T Building, Academics Block, Higher Education Commission, Islamabad, Phone No. 051-9040643 through the Embassy of Pakistan in their respective countries or through Embassy of their own country in Pakistan against reserved seats / self financing scheme Applicants of Pakistani Origin may submit their applications directly on the above mentioned address or through Embassy of Pakistan in their respective country or respective Embassy in Islamabad. The admissions under Self Finance Scheme (SFS) for the foreign as well as Pakistani origin (having dual nationality) students will be processed by the Higher Education Commission (HEC) Islamabad.

STEPS FOR THE ADMISSION OF FOREIGN STUDENTS:

  1. Foreign student seeking admission in Pakistani University/Degree Awarding Institution has to apply for admission direct to the concerned university/institution and get the letter of confirmation of his/her admission. i. University will send a copy of admission letter to HEC ii. HEC to conform and endorse admission to Ministry of Interior (MoI).
  2. Student approaches the Pakistani mission abroad for the visa and submits the the following documents i. Application Form (Student Visa Form) ii. Photocopy of passport iii. Photograph iv. Educational Documents v. Admission letter of university.
  3. The Pakistani mission abroad forwards all the documents to Ministry of Foreign Affairs (MoFA) Islamabad for further processing.
  4. MoFA forwards all documents to Ministry of Interior for security clearance i. Copy to Ministry of Education/Health ii. Copy to HEC.
  5. Ministry of Interior as per policy to complete all process with in 4 weeks and sends visa advice to Mission concerned i. Copy to HEC ii. Copy to Ministry of Foreign Affairs.
  6. HEC send information of visa advice by email to i. University ii. Ministry of Education/Health.
  7. Visa to be issued for duration of studies to be renewed annually inclusive of security clearance.

STEPS OF RENEWAL OF VISA:

  1. It is the responsibility of the Institution where the student is studying to certify i. Visa Extension Form ii. Bonafide student (certificate) iii. Recommended to extend visa or otherwise.
  2. The student takes the material to the concerned passport office for extension of visa.
  3. 3. Extension of visa is granted by the Passport Office.
  4. 4. Intimation of any student leaving the Institution or not remaining a full-time student is sent to the HEC who forwards this information to the Ministry of Interior.

Reservation of Seats:

Following seats on self-finance basis shall be kept reserved for foreign students/expatriate Pakistnis as mentioned against each subject/discipline.

Business Studies

* MBA 02 seats 

* BBA 02 seats

Computer Science

* MS(CS) 02 seats * BS (CS) 02 seats

Fee Schedule:

  • Business Studies/Computer Science & Agriculture :

                * Tuition Fee: US $ 2000 per semester.

                * Admission charges: US $ 500 only once

  • Other disciplines (each faculty):

                * US $ 1000 per semester or US $ 2000 per annum.

Note:

  1. In addition to above, University registration feel shall be charged in Pakistani rupees as prescribed.
  2. The fee and other dues except registration Fee shall be paid in the form of Bank Draft drawn in favour of Treasurer, University of Sargodha (payable in dollars only).
  3. Accommodation to foreign students may be provided by the University, if significant number of international students are available.
